Council is seeking community feedback on the Draft Special Charge Scheme Policy. This Policy sets out how Council may share the cost of certain infrastructure projects, like drainage systems or road upgrades, with those who directly benefit.

We want to make sure the approach is fair, transparent, and reflects the values of our community. Your feedback will help shape the final Policy.

Why we are consulting

The draft Policy has been developed in response to growing requests from residents and businesses for upgrades to Council-owned infrastructure. It provides a clear and consistent framework for how Council considers and administers Special Charge Schemes, in line with the Local Government Act 1989.

The Policy explains:

  • how project costs may be apportioned among property owners who benefit
  • how financial arrangements are to be managed
  • the principles Council will apply to ensure fairness and equity

A legal review and benchmarking against other Victorian councils has informed this draft.
