What is a Universal Access and Inclusion Plan?

A Universal Access and Inclusion Plan is a document designed to identify and address the barriers that all sectors of the community encounter in their day-to-day life. The Universal Access and Inclusion Plan will outline the ways in which Council intends to improve access and inclusion for residents of and visitors to Greater Shepparton.

  • What do we need to do over the next four years to make Greater Shepparton more accessible and inclusive to residents and visitors?

How do we get there?

Greater Shepparton City Council has had a Disability Action Plan or similar document since 2004. In accordance with the Disability Discrimination Act 1992 all Victorian councils have a disability action plan. A disability action plan identifies actions to remove physical barriers for people with a disability and is also designed to increase employment and change community attitudes.

The latest disability plan, the Universal Access and Inclusion Plan 2017-2021 is coming to the end of its lifespan. The Plan has guided Council’s work in access and inclusion with the express aim of making Greater Shepparton more accessible and inclusive to residents and visitors alike.

Council provides a range of advice, support, guidance and services to ensure the wellbeing of people with a disability to maintain their preferred lifestyle and independence, and have the same opportunities as other members of the community.

Over the life of the Plan there have been many significant achievements including but not limited to:

  • Participation in the Good Access = Good Business Project
  • Construction of three adult Changing Places in Greater Shepparton
  • Development of a mobility map of the Central Business Districts of the four major townships on the municipality

How you could involved?

Council sought feedback from the community to help us to develop the Universal Access and Inclusion Plan 2021-2025amd help shape the future direction of access and inclusion in Greater Shepparton the municipality.

Book a one-on-one consultation

Council’s Access and Inclusion Officer were available for one-on-one consultations.

Due to the current COVID-19 situation in Victoria, Greater Shepparton City Council may need to cancel, change the format of, or reschedule some or all of the Universal Access & Inclusion Plan 2021-2025 community consultation sessions at short notice.

All reasonable attempts will be made to notify participants and the general public of any changes prior to the date of the event.

Council will be following the latest advice from the Department of Health & Human Services in relation to running the Universal Access & Inclusion Plan 2021-2025 community consultation sessions.

Next steps

Now that the community consultation period has completed, a draft Universal Access and Inclusion Plan will now be developed. The community will then have an opportunity to provide feedback on the draft of the Universal Access & Inclusion Plan 2021-2025.

Subject to any final changes needing to be made, Council officers will then seek to have the draft adopted by Council at an Ordinary Council Meeting. Once Council has adopted the Universal Access & Inclusion Plan (the Plan) 2021-2025 it will then be registered with the Australian Human Rights Commission and implementation of the Plan will commence.

    Stage 2 – July to August 2021

    The results of the Surveys and Community Forums will be collated and analysed. The community’s feedback will be used to influence the development of the next Universal Access and Inclusion Plan.

    Stage 3 – September to October 2021

    A draft of the Universal Access and Inclusion Plan 2021-2025 will be presented to Council to seek their endorsement for the Plan to be put out for public feedback and once again community feedback will be sought.

    Stage 4 – December 2021

    The Universal Access and Inclusion Plan 2021-2025 will be presented to Council for adoption.

    Stage 5 – December 2021
